fix: use envsubst for nfpm variable expansion in Makefile

nfpm v2 does not expand ${VAR} in contents.src fields. The deb/rpm
targets now pipe nfpm.yaml through envsubst to resolve ARCH and
VERSION before passing the config to nfpm.
