Add an informational screen or deep link related to the Norwegian emergency alert system (Nødvarsel / Sivilforsvaret).

Implementation options (pick one or combine)

Info screen: "What to do when you hear the alarm" with civil defense instructions
- Accessible from a menu or info button in the app bar
- Content from DSB/Sivilforsvaret guidelines (public domain)
- Available offline (bundled, not fetched)
Deep link: Register for nødvarsel-related intents if any standard exists
Simple version: Just an info icon that shows a dialog with key instructions

Content to include

What the alarm signal means (3 x 1 minute blasts)
Go indoors, close windows/ventilation
Find nearest shelter (the app's core function)
Listen to NRK P1 for instructions
Link to sivilforsvaret.no for more info

Why

The app finds shelters, but users also need to know when and how to use them. Bundling basic civil defense instructions makes the app a complete emergency tool rather than just a map.

Need international versions as well, if available, based on current location. So clicking "?" defaults to Norwegian information, but can show local information if available.
