Add configurable high-resolution capture option

Add useHighResCapture toggle to CameraManager that switches between
CameraX default resolution and HIGHEST_AVAILABLE_STRATEGY. Default
is off to avoid OOM from processing very large bitmaps (e.g. 50MP).
